Needs Assessment

A needs assessment is a crucial component to the development of an effective geographic information system (GIS) that will meet your current needs and provide for future expansion. We typically look at a GIS as five interrelated components: 1) Users, 2) Data, 3) Applications, 4) Software and 5) Hardware. User needs are the primary factors that determine how a GIS must be implemented.

A users job function determines data requirements, and thus, the requirements of applications needed to access data. The data requirements of an application, will likewise, determine the hardware, software and network requirements of the system.

A needs assessments typically involves a questionnaire to identify the data and GIS application requirements of your organization. Responses are evaluated to identify the requirements for applications and data development. The needs assessment also evaluates the benefits of implementing a GIS solution and provides the framework for a detailed implementation plan. Are users located on site of at remote locations. What type of network communications are needed to access data? What type of performance is required and can the system be developed within the current budget constraints. Data What data do you use? where does it come from (local office, main office, other agency)? what form is it in (electronic, paper)? who maintains it? Hardware What hardware does your organization currently own? How do you access shared databases (e.g.. modem or network)? Software What GIS software does your organization currently own or use? What software is used to access other databases (e.g.. AutoCAD, TN3270 emulator)? Applications What applications will need to be developed for the end users to effectively access your data? People who is responsible for maintaining/editing each dataset? who will view or query each dataset? who will maintain the hardware and software? who will develop the applications? what level of GIS technical experience do the staff posses? how much training will be needed?

Implementation Plan

The needs assessment is the basis for a detailed implementation plan. The implementation plan provides detailed information for the development of an effective GIS. The implemantation plan includes such details as hardware and software specifications, database structure, infrastructure requirements (networking and telecom).
